[tahoe-dev] concise params in webapi.txt.

Before this patch, webapi.txt lists general URL forms for each
operation, and then describes the behavior, extra options,
request/response bodies, and special-case statuses in prose.

This patch attempts to summarize concisely all of the input and output
parameters for each operation (which come in myriad flavours in http).

It's just a quick attempt, and I foresee these concise descriptions
becoming more consistent over time.  It may also make sense to pull
them out into a separate "quick ref" doc.
