[tahoe-dev] File retrieval fails at one node, succeeds at another

I have a file that I've uploaded to my test: directory.

The following is performed via the WUI:

When I try downloading it through my "helper" node, it succeeds.

When I try downloading it through my local node, it fails with:

NoSharesError: no shares could be found. Zero shares usually indicates a
corrupt URI, or that no servers were connected, but it might also indicate
severe corruption. You should perform a filecheck on this object to learn
more.

The full error message is:
Failed to get enough shareholders: have 0, need 3
------------------------------------------  end message

All tests for the file check out fine on both the local and helper nodes.

I can cp the file via the CLI just fine.
