My preferred strategy is 2.c as Brian pointed out but *only* with a
special command-line argument like --allow-broken-encoding.

As soon as time permits, I'll dig into the KDE code to find out how they
did implement that.

Hopefully this strategy won't lead to any backward compatibility issues.
