[tahoe-dev] repairer is almost ready

Folks:

This patch is incomplete, but it is most of an attempt to marry a  
CiphertextDownloader to a CHKUploader to form a repairer.

I'm posting it so Brian (or others) can review it.

I don't intend to commit it to trunk in this form.
