#422 is one fix for #644. #644 should be more strongly worded, in that 
the 'deployable by ops' standard we agreed upon isn't met by 1.3.0.

That standard basically boiled down to "apt-get install has to work", 
and presently it doesn't on hardy-amd64. The ops impact isn't great, as 
only one host (the thumper) is running in 64bit mode, but it is annoying.

Fixing this for 1.3.1 would be most appreciated.
