It would cause the uploads to fail, which is good, but it would also lose my 
careful selection of FEC parameters.  I've chosen values that achieve the 
level of reliability I need, while maximizing download performance.  With 
Kevan's changes, I'd be able to maintain reliability, but I'd lose d/l 
performance, since it would be constrained to k * (slowest_rate).

In any case, the more important part of my question was how to fix the present 
problem, rather than how to avoid it in the future :-)
