 I'm confused. Shortening the read caps does not depend on ECDSA. The semi-
 private key approach depends on ECDSA (to get ~2K bit read caps), but that
 approach doesn't give the shortest read caps. The mutable read caps in the
 Elk Point designs would be about K+50 bits, i.e. nearly a 1/3rd shorter,
 regardless of public key algorithm, and without depending on semi-private
 keys. (The immutable read caps are also 1/3rd shorter -- 2K instead of
 3K.)

 [This is the size of the cryptovalues; there is obviously some fixed
 overhead in the URL encoding.]
