The HTTPbis project aims to publish an RFC about what http is like in
the real world as of the past year or so.  These slides are worth a
read for considerations of wapi design or an architectural shift from
foolscap to http:

How well supported is the PUT verb?

What is the maximum practical length for URLs?  Headers?
