We had spoken about migrating the tahoe.cfg semantics from shares.happy
to servers.happy... and I think that's a good thing (in time for 1.7.1?).


Otherwise, I think servers-of-happiness is a nice integer that doesn't
have confusing semantics.  In trying to think of a better name, I went
through things with 'threshold' and 'sprinkle' and 'distribution' but
really, this is about servers and a threshold of satisfactory
distribution of shares on those servers.

So, servers.happy I think is a fine name - and perhaps the config file
gets a good default explanatory paragraph in a comment to explain the
ramification of changing it from the default 7.  Or just a link to a
good explanation on the wiki...
