The speed of a download is determined by the slowest server used. Could it
be that the servers have a wide range of speeds/bandwidths, so that a download
with larger k is forced to choose some slower servers?

If that is the situation, then it would likely be improved by the optimization
in <http://tahoe-lafs.org/trac/tahoe-lafs/ticket/1187> ('mitigate the
performance bottleneck of slow servers in download.')
