Do you have the 'http_proxy' or 'HTTP_PROXY' environment variable set?
If so, this is an error that has been recently fixed on trunk. In that
case please check out trunk using:

  darcs get --lazy http://tahoe-lafs.org/source/tahoe-lafs/trunk tahoe-lafs

then cd tahoe-lafs; python setup.py build; python setup.py test

(or if you don't have darcs, you could wait until the next release
candidate).
