If I understand this correctly it is a feature request to make it so
that the setup process will fail, rather than attempting to download
packages, if all dependencies are not already present. Is that right?
That sounds like a good feature to me. Could you please open a ticket
to track it? (Technically it is a feature for setuptools, distribute,
and/or zetuptoolz to provide, but it makes sense to open a Tahoe-LAFS
ticket saying we want this behavior in our build system.)
