[tahoe-dev] about the utilization ratio of bandwidth

Hi,

It seems that Tahoe does not have a high utilization ratio of bandwidth. I think it is because of using foolscap to transfer the file between different node, in a test, foolscap can only use  one tenth of the bandwidth. 

Am I right？
