True, but the paranoid will not want to publish them.  (And if you're not
paranoid, why are you using tahoe-lafs?)

So it's probably the case that the grid authority (the one who runs the
introducer) has to define the rules for putting in locations.  Then
people look at them and get them fixed.

My point is that this scheme will only work among cooperating people - I
think the general case is too hard, and hence my notion is to create a
tool that cooperating people can use relatively easily to get what they
want.
