I'm guessing this is the same as these two:

 https://tahoe-lafs.org/trac/tahoe-lafs/ticket/1676
 https://tahoe-lafs.org/trac/tahoe-lafs/ticket/1689

in which case it was fixed in trunk about two months ago, and will be in
the upcoming 1.9.2 release (David-Sarah is driving that one, not sure
what the schedule is). You might give it a try with current trunk and
see if that resolves the problem.
