Well, it's exactly the algorithm I suggested in
<https://tahoe-lafs.org/trac/tahoe-lafs/ticket/1285#comment:1>.

But we need <https://tahoe-lafs.org/trac/tahoe-lafs/ticket/1836>, which requires
merging leasedb, first.
