What needs to be changed? The web site should be transparent about the
existence and legal status of the Foundation?

I believe Peter has filed/is-filing the appropriate paperwork. The
Tahoe-LAFS Software Foundation is Peter's responsibility. I've
deliberately avoided gaining any control over The Tahoe-LAFS Software
Foundation in the interests of decentralization. :-)
