Distribute shares in another determinate way

One of the guys on the actual dev team (I just maintain the public test
grid) might be more help, but I would just jump in and start coding. There
are usually developers on ircs://freenode/tahoe-lafs and
https://tahoe-lafs.org/trac/tahoe-lafs/wiki/Dev should also point you in
the correct direction.
