1.10.1b1 is tagged

[WinLAFS Windows Least-Authority File Store User]

Hello Brian,

i tested Tahoe-LAFS on different Windows Systems,
on windows 7 32/64 it was possible to test successful sometime on the
second  attempt
on windows xp32 the test will not finish
on 8.1 windows (test-logs appended test_log_1b1.zip
) i tried as administrator,firewall off, and virus protection off  but get
failures
