pycryptopp manylinux wheels

Heya,

It would be cool to have Linux wheels for pycryptopp.

I put up a PR that adds tools for building them
<https://github.com/tahoe-lafs/pycryptopp/pull/37>.

David had a look and I tried to answer his questions but I'm not sure I
answered them all fully (the question about how to ensure the build
environment hasn't been attacked is an interesting one).

Thoughts?
