zfec-1.5.0 released, now with py3 support

We had a burst of patches this last week, so I've just made a new
release of zfec (the first in nearly 6 years). This one includes support
for python3.5 and 3.6, which is a great step towards making Tahoe-LAFS
support py3 as well (although there's a lot more work to do).

Thanks to everyone who's provided patches and bugreports for zfec.
Please give the new release a spin and let us know what's missing,
especially on python3.
