I should note that there has been some recent discussion about not doing "release candidate" releases anymore.

Although we haven't resolved that discussion, we did not do an RC for this release because we did not want security issues to become public without a release ready for users to install. We recommend all 1.16.x users to upgrade to this release.

If you encounter any problems with this release, please alert us and we will do our best to put out a followup release as quickly as we can.
