Snakedev July Update

Work in July was curtailed by internal project disputes. This delayed our
response to a CVE in Twisted (evaluation ongoing), as well as disrupting
ongoing maintenance & documentation projects.

Significant progress was made on researching a nonprofit / governance
issues, including numerous conversations with stakeholders at all levels,
and drafting an initial concept note to spur discussion & a plan for
further exploration.
