BTC update: sponsoring upcoming LAE work

Hello good people.. just wanted to let folks know that we (the
"Tahoe-LAFS Software Foundation") have approved a proposal by Least
Authority to fund a number of development projects in the first half of
this year. They include:

* Mobile app:
   * start with the "PrivateStorage Mobile" android-only read-only app
   * support arbitrary grids
   * port to iOS
   * add upload
* improve/complete Cloud Backend so servers can delegate storage to
   S3/etc
* research/implement "recovery phrases" for rootcap management
* research ZKAP/Storage-time sharing, new capability types (append-only,
   rainhill), and a browser-based WASM client

We've set aside about 650k EUR for this effort. These funds will go
through Open Collective, through the same
