February summary

February has involved many of the "related" projects (and research).
Several meetings and pairing sessions revealed there are many current projects in the "OCap" space we don't understand very well.

* technical accomplishments:

** tahoe-lafs:
- reviews of incoming Python2 removal PRs
- updated "Awesome OCap" Tahoe-LAFS information
- reviewed Haskell implementations

** magic-folders:
- progress on multi-party conflict resolution
