Happy New Year Tahoe-LAFS,

Though December was a little quieter, activity-wise, things still
happened on Tahoe-LAFS related projects.

Several "build" improvements were made, enabling the fixing of
downstream testing for Magic Wormhole as well as "usually green"
builds CI runs on Tahoe-LAFS itself.

The build system was replaced with a declarative approach using
pyproject.toml (and currently the "hatchling" builder).  This allowed
me to finally release 1.20.0 whose release announcement is here:

Magic Folder CI was fixed:

...allowing the merging of crwood's fixes for "appdir" -> "platformdir":

Fowl has seen improvements to the "policy" implementation and API.
More improvements for program / user-level feedback in Magic Wormhole
(for both "normal" and Dilation connections) have been made.
